Policy Statement:

All University of Illinois Chicago (UIC) faculty members, staff, investigators, personnel, students, trainees, fellows, visitors and volunteers are prohibited from participation in any malign foreign talent recruitment program, as defined by Federal regulations. Failure to comply with this prohibition may result in interim actions or final actions related to the violations, including but not limited to the suspension of research and/or scholarly activities and/or return of funding to the sponsor as determined by the VCR or designee. UIC faculty members, staff, investigators, personnel, students, trainees, fellows, visitors and volunteers will disclose all participation in Foreign Talent Recruitment Programs (FTRP) contracts, agreements, or other arrangements. UIC faculty members, staff, investigators, personnel, students, trainees, fellows, visitors and volunteers will certify at proposal and during outside activity disclosure, at least annually, non-participation in a Malign Foreign Talent Recruitment Program (MFTRP).

Reason for Policy: The University of Illinois Chicago is committed to international engagement in education, scholarship and research, the pursuit of federally sponsored funding to support these activities, and compliance with all federal laws and regulations regarding such activities.

The generation and sharing of knowledge through shared international research and scholarship are guiding principles for the University of Illinois Chicago. The University of Illinois Chicago also strives to foster ethical and transparent international research collaborations. Malign programs that violate the principles of academic freedom, freedom of speech, ethical conduct of research, and conflict of commitment and interest breach the principles of the University of Illinois Chicago and violate federal regulations.

Minority Impact Statement: The policy does not have any disproportionate or unique impact on UIC’s minority students, staff, or faculty.

Who Should Read the Policy: All UIC faculty members, staff, investigators, personnel, students, trainees, fellows, visitors and volunteers who participate or intend to participate in sponsored research and scholarly activities at or for UIC.

Definitions:

Malign foreign talent recruitment program: Malign foreign talent recruitment program as defined by US federal law, see 117-167 (Chips Act) §10638(4).

Procedures: The Office of the Vice Chancellor for Research will review disclosures and any suspected violations of this policy under the Policy on Conflicts of Commitment and Interest and associated procedures. In the event an individual does not fall under the jurisdiction of the Policy on Conflicts of Commitment and Interest, the same procedures will be followed to the extent possible.
